In orgs with an org-wide Apsona license (managed package setup), all users technically have the base license by default. Because of this, they do not appear in the UserPackageLicense object, and licenses can’t be assigned individually unless the user is explicitly saved there.
Reason: Users don’t show up in the Apsona Users page since they already have implicit access under the org-wide license.
Option 1: Use the License Management Org (LMO) to assign the license and access level (Full, View Only, Button Merge).
Option 2: Manually create UserPackageLicense records via Apsona → More → Package License Records → Add, then assign the required license under Manage Licenses → Assigned Users.
This ensures the user appears in the UI for further license configuration.
