If you are using the Salesforce DevOps Center to deploy a Permission set that includes "View All Data"; and if the managed package is not installed the same in the environments you are deploying from and to; you may receive an error that includes "...PermissionSet failed to deploy due to Permission View All Data depends on permission(s):..." There may not be a solution to this so you may need to deploy the permission set outside of this tool.
