Merge action templates are stored as Documents in Apsona. See this video for a tour of templates in Apsona.
If you don't see your template when building a merge action, it could be that your template is not in the proper .docx or .xlsx format. Go to the Documents tab, find your template, and confirm that it is in the correct format.
