Dashboards are org-wide today — every user sees the name and frame of every dashboard, even ones they shouldn't. MSRs already have folder visibility; Dashboards don't. Bring the MSR folder model to Dashboards: group dashboards into folders, grant access by profile/public group, and hide the title, metadata, and layout entirely from users without folder access.
